**Duties and Responsibilities:** **QHSE Scope:** * Provide expert advice, guidance and support on HSE matters. * To ensure, monitor and enforce compliance with applicable HSE regulations, standards and communicate Legal and Other requirements \& HSE contractual requirements (QCS 2014, …..)". * Manage Operational support \- "Standard operating procedures; Safe systems of work, Emergency operating procedures. * To support environmental management programs such as waste management and pollution prevention. Noise awareness, Illuminating, Housekeeping * Develop, implement, and maintain QHSSE Management Systems, policies, procedures, and programs * Develop, implement and maintain QHSE Documentation and records of HSE activities, ensuring accuracy and confidentiality. * Conducting risk assessments and develop, implement and maintain "Risks and opportunities”, “Hazard identification and Risk assessment” and “Environmental aspect \& impact Assessment” s and risk mitigation strategies * Liaise with regulatory agencies for HSE compliance * Manage contractor safety, method statements, and equipment provision * To coordinate Design and deliver QHSSE training, awareness, and behavioral safety campaigns. * Oversee IMS audits, inspections, safety tours, and operational reporting and recommend actions and follow\-up /communicates for closeout action. * Manage Incident management system, Reporting, perform accidents investigation to prevent recurrence * Contribute to sustainability goals, human capital development, and community impact analysis. * Manage HSE Procurement \- Selecting \& provision safety equipment, Management of equipment Minimum stock of resources. * Support Tendering. * Manage working Committees, Consultations, Participation. * Manage Security, Access, Road, Traffic, Transportation, Storage fuel, Food Safety, Office Safety, Behavior Based Safety, Biological / COVID. * Monitor incidents of injury, illness, and other situations within an assigned geographic area. * Prepares periodic reports to Group HSE Manager, periodic HSE statistics. * To review, analyze and assist in Management review. * Any other tasks, duties \& responsibilities that may be added from time to time as relevant to business requirements. **Security Scope:** * Implement and oversee security SOPs in alignment with MOI and QCDD regulations * Supervise surveillance systems and access control points * Conduct regular patrols, inspections of perimeter fencing, lighting, and restricted zones * Manage visitor access, material verification, and security documentation * Coordinate emergency responses including evacuation, lockdowns, and fire incidents * Monitor and escalate suspicious activities or breaches promptly * Collaborate with law enforcement and civil defense during emergencies or site assessments. **Education \& Qualifications** * Bachelor’s degree in Any discipline. * Level 3 OHS \- NEBOSH IGC (Invigilated) * Level\-3 NEBOSH EMC Environment Management certificate * Grad\-IOSH membership of IOSH * Train the Trainer Certification * QHSE management system \-\-Internal Auditor in ISO 45001 \+ 14001 \+ 9001\. * Valid Qatar driver’s license with a clean driving record. * Security Management, **Experience** * 5\-7 years of combined HSE and Security functions work experience in similar Industry / region / position across (Education, Training, Construction, Maintenance / Service, Manufacturing, Warehousing, Facility Management) * Proven leadership in managing SOPs, risk audits, and emergency systems. * Experience interfacing with MOI, QCDD, and regulatory bodies Job Type: Full\-time Experience: * QHSSE \- HSE and Security functions : 5 years (Preferred)
