**PURPOSE:** This role is responsible for preparing technical and commercial proposals related to the operation and maintenance of sewage collection networks. Involves reviewing tender documents, developing cost estimates, defining technical methodologies, and coordinating with internal departments and external stakeholders to ensure timely and compliant submission of bids. **ROLES \& RESPOSIBILITIES:** * Review and analyze tender documents, drawings, specifications, and scope of work for sewage network O\&M projects. * Develop technical proposals including methodologies, work plans, organization charts, and resource deployment plans. * Prepare cost estimates, manpower histograms, material take\-offs, and equipment lists in coordination with operations and procurement teams. * Coordinate with engineering, operations, procurement, finance, and subcontractors to compile proposal inputs. * Prepare project execution methodologies for sewer cleaning, CCTV inspection, leak detection, rehabilitation, and emergency response. * Identify risks, assumptions, and exclusions during proposal preparation and communicate them effectively. * Participate in pre\-bid meetings, site visits, and client clarification sessions. * Ensure compliance with client specifications, standards, health, safety, and environmental (HSE) requirements. * Maintain a database of suppliers, subcontractors, and cost data relevant to O\&M of sewage networks. * Support contract negotiation and project handover to the execution team after award. * Continuously update knowledge of industry practices, new technologies, and tendering trends in wastewater management. **Experience:** * Minimum 5–8 years of experience in drainage and sewage network operations and maintenance. **Competencies:** * Strong understanding of sewer and drainage network design and operation \& maintenance principles. * Proven experience in technical proposal preparation and cost estimation for public or private sector infrastructure projects. * Knowledge of O\&M procedures, asset management systems (CMMS), and condition assessment techniques. * Proficiency with GIS, AutoCAD, hydraulic modeling software. * Familiarity with environmental compliance standards and HSE protocols. **Education:** Bachelor’s degree in civil, Environmental, or Mechanical Engineering. **Others:** UPDA Certified Engineer / to obtain this year **Language:** English (written and verbal communication) **Joining:** January 2026 Job Type: Full\-time Pay: From QAR1\.00 per month Application Question(s): * Your current location: * Are you willing to relocate to Qatar? * Joining Period: * Can you obtain "NOC"/transfer approval?
