The HSE Officer shall possess a **minimum of five (5\) years relevant experience in oil \& gas projects** and hold a **recognized HSE qualification such as NEBOSH IGC or IOSH Managing Safely**. The HSE Officer is responsible for implementing and monitoring all Health, Safety, and Environmental requirements for the Dukhan CP project in compliance with **QatarEnergy (QP) HSE Management System, Dukhan Operations procedures, Project HSE Plan, and QP Life Saving Rules**. **Responsibilities :** * Effective implementation of the **Project HSE Plan** and coordination with QP Dukhan Area Authority. * Completion and enforcement of **JSA / TRA**, approved Method Statements, and SIMOPS controls. * Strict compliance with **QP Permit to Work (PTW)** system, including excavation, electrical, and cold work permits. * Continuous site safety supervision, including **barricading, signage, and access control** near live pipelines and operating facilities. * Safe execution of **CP and electrical activities**, including LOTO, earthing, and use of authorized personnel only. * Compliance with **excavation and trenching safety** requirements and proper site reinstatement. * Proper use of **PPE**, workforce safety monitoring, and heat stress management. * Environmental protection, waste management, and spill prevention measures. * Emergency preparedness, incident reporting, investigation, and corrective action tracking. * Maintenance of HSE documentation, reporting, and support during **QP audits and inspections**. * Verification of workforce **training, induction, and competency** requirements.
