Summary:
Manage and coordinate the procurement of civil construction materials and services, execute sourcing strategies, and conduct commercial negotiations within the Oil & Gas, Engineering, Construction, or EPC industry.

**Duties \& Responsibilities**
* Manage and coordinate the procurement of civil construction materials, equipment, subcontracted works, and related services in accordance with project and operational requirements.
* Review purchase requisitions, specifications, drawings, BOQs, and other technical documents to ensure a clear understanding of requirements prior to initiating procurement activities.
* Develop and execute sourcing strategies for civil materials and services, considering quality, cost, delivery, technical compliance, and overall landed cost.
* Identify, evaluate, and develop qualified local and international suppliers and subcontractors for civil\-related requirements.
* Prepare and issue RFQs/RFPs, evaluate commercial and technical offers, and coordinate with any relevant department to ensure proper technical and commercial evaluation.
* Conduct commercial negotiations with suppliers and subcontractors to achieve competitive pricing and favorable commercial terms, payment terms, delivery schedules, warranties, and contractual conditions.
* Prepare and analyze bid comparison statements, cost analyses, and procurement recommendations for management approval.
* Monitor purchase orders and contracts from placement through delivery/completion, ensuring compliance with agreed specifications, quantities, prices, and delivery schedules.
* Coordinate with suppliers and internal stakeholders to ensure timely delivery of materials and services and proactively resolve procurement\-related issues.
* Monitor market conditions, material price trends, availability, and supplier capabilities to identify opportunities for cost savings and mitigate supply risks.
* Maintain and develop an effective supplier database and support supplier performance evaluation and development.
* Ensure procurement activities are conducted in compliance with company policies, procedures, approved authority levels, and applicable contractual and regulatory requirements.
* Support the Procurement Manager in developing procurement plans, cost\-saving initiatives, and process improvements related to the procurement department.
* Mentor and provide guidance to junior procurement personnel on technical and commercial aspects of the procurement.
**Qualifications \& Requirements**
* Bachelor’s degree in Civil Engineering, Construction Engineering, or a related discipline.
* Minimum 10 years of relevant experience in procurement, purchasing, or supply chain, preferably within the Oil \& Gas, Engineering, Construction, or EPC industry.
* Strong practical experience in the procurement of civil construction materials, subcontracted civil works, and related services.
* Solid understanding of civil construction materials, specifications, BOQs, drawings, and technical requirements.
* Strong commercial and negotiation skills, with proven experience in achieving cost savings and favorable procurement terms.
* Good knowledge of supplier sourcing, evaluation, qualification, and performance management.
* Experience in preparing and analyzing technical/commercial bid evaluations and comparison statements.
* Good understanding of purchase orders, contracts, commercial terms, Incoterms, payment terms, warranties, and delivery conditions.
* Strong analytical, problem\-solving, communication, and interpersonal skills.
* Ability to manage multiple procurement activities simultaneously and work effectively under tight deadlines.
* Proficiency in Microsoft Office, AutoCAD and experience with SAP.
* Good command of written and spoken English.
* Strong coordination skills and the ability to work effectively with all internal stakeholders.
