Summary:
This role involves accurately pricing, estimating, analyzing, and assembling competitive tender submissions for electrical works across various project types.

**Job Purpose**
To accurately price, estimate, analyze, and assemble competitive tender submissions for electrical works in commercial, residential, industrial, and major infrastructure projects.
**Key Responsibilities**
**1\. Tender Analysis \& Bid Management**
* Thoroughly study tender drawings, specifications, Bill of Quantities (BOQs), scope matrix, and Contract Conditions (FIDIC/Client specific).
* Attend pre\-bid meetings and site visits; draft Requests for Information (RFIs) to clarify design ambiguities or scope gaps.
* Ensure full coverage of the electrical scope and avoid scope overlaps or omissions.
**2\. Quantity Take\-Off (QTO) \& Technical Evaluation**
* Perform detailed quantity take\-offs using specialized software.
* Check and verify client\-issued BOQs against Tender drawings.
**3\. Cost Estimation \& Commercial Pricing**
* Build itemized direct costs (materials, labor hours, plant/equipment, subcontracts) and integrate indirect costs (preliminaries, overheads, contingencies, profit margins).
* Apply accurate labor productivity metrics for electrical installations based on historical data and project complexity.
* Price for MEP, LV/MV/HV Electrical works (External cables, substation equipment, transformer installations, street lighting Etc. \& Building MEP and Instrumentation works) ..
**4\. Vendor \& Subcontractor Procurement Management**
* Prepare send the enquiries to the suppliers and subcontractor.
* Perform detailed **Technical and Commercial Bid Evaluations (TBE/CBE)** to ensure compliance with tender specs and QCS.
* Negotiate best commercial terms, lead times, and discounts with vendors prior to bid submission.
**5\. Technical Submissions**
* Compile comprehensive technical proposal packages, including compliance statements, list of deviations, methodology, and manufacturer pre\-qualifications.
* Propose alternative cost\-effective engineering solutions (**Value Engineering**) without compromising design integrity or statutory compliance.
**6\. Post \-Tender Activities**
* Attend post\-tender technical and commercial clarification meetings with Clients and Consultants.
* Upon award, prepare the project Budget and lead the formal handover of tender files, estimation assumptions, and vendor quotes to the Project Execution / Post\-Contract departments.
**Qualifications \& Essential Requirements**
* **Education:** Bachelor’s Degree in Electrical Engineering (B.E. / B.Tech).
* **Experience:** 8–12\+ years of experience in Electrical cost estimation and tendering within MEP and Infrastructure contracting companies.
* **Local Credentials:** Statutory engineering registration / license (e.g., UPDA / MMUP certified where applicable) is highly preferred.
* **Standards \& Regulations:** Deep knowledge of international standards (IEC, BS, IEEE) and local utility regulations (e.g., KAHRAMAA, DEWA, ADDC, SEC, Ashghal).
* **Software Proficiency:**
* **CAD :** AutoCAD.
* **Office:** Advanced MS Excel (Pivot Tables, Macros, Costing models).
* **Estimation :** PlanSwift, Candy (CCS), CostX
