Responsible for ensuring a zero-harm environment **Job Title:** HSE / Safety Officer **Company:** Arcspace **Client:** Milaha **Location:** Ras Laffan Industrial City (RLIC), Qatar **Project:** New HRF Building \& Associated Facilities **Employment Type:** Full\-Time / Project\-Based **Role Overview** Arcspace is seeking a highly vigilant and experienced HSE / Safety Officer to oversee all occupational health, safety, and environmental protocols for the New HRF Building project in Ras Laffan, executed on behalf of our client, Milaha. The successful candidate will be the on\-the\-ground authority for enforcing absolute compliance with QatarEnergy regulations, Milaha’s site\-specific safety terms, and Arcspace's internal HSE policies. You will be responsible for ensuring a zero\-harm environment during shallow earthworks, heavy concrete pouring, and high\-risk structural steel erection within a highly sensitive and aggressive C5\-M industrial zone. **Key Responsibilities** **1\. Site Safety \& Risk Management** * Enforce absolute, non\-negotiable compliance with the QatarEnergy 12 Life\-Saving Rules across the entire 1,256 m² project footprint. * Review, validate, and communicate daily Task Risk Assessments (TRA) and Job Safety Analyses (JSA) before issuing clearance for work execution. * Conduct daily mandatory Toolbox Talks (TBT) focusing on task\-specific hazards, including working at heights (8m steel apex), lifting and rigging operations, and hot works. * Exercise Stop Work Authority (SWA) immediately upon identifying any unsafe acts or conditions without fear of reprisal. **2\. Permit to Work (PTW) \& Hazardous Gas Protocols** * Act as the primary field coordinator for the QatarEnergy Electronic Permit to Work (e\-PTW) system, ensuring all physical permits are validated and displayed at the workface. * Enforce rigorous $H\_2S$ protocols, ensuring every individual is equipped with a calibrated personal gas monitor and understands evacuation procedures for the 5 ppm warning and 10 ppm evacuation thresholds. * Oversee confined space entries and isolation/LOTO (Lock\-Out/Tag\-Out) verifications if required. **3\. Occupational Health, PPE, \& Environmental Control** * Enforce strict PPE compliance, including mandatory use of Fire\-Retardant (FR) coveralls, safety glasses, and hard hats with chin straps at all times. * Manage extreme heat stress conditions by strictly enforcing the statutory midday work ban (June 1 \- Sept 15\) and monitoring the Thermal Work Limit (TWL) flag system. * Ensure all site personnel have access to adequate shaded rest areas, chilled water, and electrolyte supplements. * Monitor site housekeeping, waste segregation, and ensure no unauthorized excavation occurs beyond the strict 1\.0\-meter depth limit. **4\. Incident Reporting \& Documentation** * Conduct daily site walkthroughs and generate formal safety observation reports. * Act as the immediate first responder for any site incidents. Investigate and report all near misses, High\-Potential (HIPO) events, and first\-aid cases to the Arcspace Project Manager and Milaha/QatarEnergy representatives within the stipulated 1\-hour timeframe. * Maintain comprehensive HSE logs, including IVMS fleet compliance, training matrices, and daily manpower hours for monthly lagging/leading indicator reporting. **Mandatory Qualifications \& Experience** * **Education \& Certification:** NEBOSH International General Certificate (IGC) or equivalent formal safety qualification is strictly required. * **Experience:** Minimum 4 to 6 years of dedicated HSE experience in EPIC industrial, Oil \& Gas, or heavy structural construction. * **Ras Laffan Expertise:** Extensive prior experience working within Ras Laffan Industrial City (RLIC). Must be deeply familiar with QatarEnergy safety standards and RLCA site access/gate pass requirements. * **Specialized Training:** Must hold a valid OPITO\-accredited Awareness/Controlling certification and a recognized First Aid / CPR certification. * **Skills:** Exceptional authority and leadership presence on site. Fluent in English (Hindi/Urdu is highly advantageous for workforce communication). Thorough understanding of scaffolding tagging, lifting plans, and rigorous fall protection standards (100% tie\-off). Pay: QAR4,000\.00 \- QAR7,500\.00 per month Work Location: In person
