Summary: Seeking a Procurement Leader to manage sourcing, supplier relations, and government tenders, ensuring compliance and achieving best value in project delivery. Highlights: 1. Engage in complex contract negotiations and risk analysis. **JOB REQUIREMENTS:** · Quantity Surveying Degree or a related field. A Master's degree is a plus. · Proven 10 years’ construction experience in a similar role, preferably in a procurement or supply chain management function. · In\-depth knowledge of procurement processes, best practices, and regulations. · Familiarity with Qatar Government procurement procedures (including Ministry Tenders, Government Ministries and Public Procurement Department) is highly desirable. · Facilities Management experience preferred. · Familiarity with government contracting and compliance requirements is highly desirable. · Professional certifications such as Member of the Royal Institution of Chartered Surveyors (MRICS), Member of the Chartered Institute of Procurement and Supply (MCIPS), Certified Professional in Supply Management (CPSM) or Certified Commercial Contracts Manager (CCCM) are preferred. · Strong understanding of legal and commercial terms commonly used in contracts. · Ability to work independently and collaboratively in a team environment. At least 1\-2 years’ experience managing teams is a plus. **KEY TASKS \& RESPONSIBILITIES:** · Responsible for leading the procurement function by managing sourcing strategies, supplier relationships, government tender submissions, commercial evaluations, cost estimation, contract negotiations, and procurement planning. The role ensures compliance with Qatar Government procurement regulations, company policies, and client requirements while achieving best value, quality, and timely project delivery. · Preparation of competitive tender submissions, cost estimates, commercial proposals, and procurement strategies for government projects. · Responsibilities include Identifying tender opportunities; Review tender notices and eligibility requirements; Download and evaluate tender documents; Coordinate internal tender meetings; Prepare tender compliance checklists; Manage clarification requests; Prepare commercial and technical bid submissions; Coordinate bid bonds and performance guarantees; Ensure complete compliance with tender instructions; Submit tenders before deadlines; Attend tender openings where required; Handle post\-tender clarifications; and Support contract award negotiations. · Prepare detailed cost estimates for Facilities Management works including MEP, Civil Works, Building Maintenance, Landscaping, Cleaning Services and Security Services; Review BOQs; Perform quantity take\-offs; Obtain supplier quotations; Evaluate subcontractor pricing; Prepare pricing schedules; Develop cost models; Conduct value engineering; Analyze market trends; Prepare pricing assumptions; Evaluate project risks and Prepare tender summaries for management approval. · Collaborate with internal departments, including legal, finance, and operations, to develop procurement strategies and ensure compliance with company policies and procedures. · Conduct thorough market research to identify potential vendors and suppliers, evaluate their capabilities, and negotiate favorable terms and conditions. · Review and analyze contract terms, identifying potential risks, discrepancies, and opportunities for cost savings or process improvements. · Maintain accurate and up\-to\-date procurement and contract records and documentation, including contract changes, renewals, and amendments. · Stay up\-to\-date with industry trends, regulations, and best practices in procurement and contracts management, identifying opportunities for improvement and implementing changes as needed. · Strong understanding of procurement principles, contract law, and contract management. · Excellent negotiation and communication skills, with the ability to effectively interact with contractors, vendors, suppliers, and internal stakeholders. Must have strong negotiation techniques. · Strong analytical and problem\-solving abilities, with keen attention to detail. · Proficient in drafting procurement documentation and contracts and ensuring that commercial documentation is comprehensive, legally sound, and aligned with business objectives. · Proficient in using procurement tools, contract management software, and Microsoft Office Suite.
