About the Role FEGY Humanitarian and Community Development Services is a mission\-driven organization delivering humanitarian assistance, community development programmes, social protection initiatives and capacity\-building projects across Qatar and the wider region. We are seeking an experienced and committed **Senior Humanitarian Programme Manager** to lead the planning, implementation and evaluation of complex humanitarian and community development programmes. The successful candidate will manage multidisciplinary teams, coordinate with donors and partner organizations and ensure that projects are delivered effectively, ethically and in line with approved objectives. This role is suitable for a senior programme professional with strong leadership, stakeholder management and humanitarian operations experience. Key Responsibilities **Programme Leadership:** Lead the design, implementation and review of humanitarian, social development and community support programmes. **Strategic Planning:** Develop programme strategies, implementation plans, budgets, work schedules and performance frameworks. **Project Management:** Oversee multiple projects from initiation through completion, ensuring that deliverables, timelines and financial targets are achieved. **Team Management:** Supervise programme managers, coordinators, field staff, consultants and partner teams while promoting accountability and collaboration. **Donor Coordination:** Maintain professional relationships with donors, funding partners, government entities and humanitarian organizations. **Proposal Development:** Lead the preparation of funding proposals, concept notes, programme budgets and donor presentations. **Monitoring and Evaluation:** Establish indicators, monitor programme performance and use findings to improve delivery and demonstrate impact. **Financial Oversight:** Work with finance teams to monitor programme expenditure, forecasts, procurement and budget compliance. **Risk Management:** Identify operational, financial, safeguarding and reputational risks and implement appropriate mitigation measures. **Compliance:** Ensure programmes comply with donor requirements, internal policies, local regulations and recognized humanitarian standards. **Partnership Management:** Develop and manage partnerships with government agencies, charities, nonprofit organizations and community groups. **Reporting:** Prepare high\-quality programme reports, impact summaries, management updates and donor submissions. **Community Engagement:** Ensure that affected communities and programme participants are consulted throughout project design and implementation. **Safeguarding:** Promote safe programming practices and ensure that protection, confidentiality and safeguarding requirements are consistently followed. **Emergency Response:** Support rapid assessments, response planning and programme mobilization during humanitarian emergencies. What We Are Looking For * Bachelor’s degree in International Development, Humanitarian Studies, Social Sciences, Public Administration, Project Management or a related discipline. * Master’s degree is preferred. * Minimum of 7 years of experience in humanitarian assistance, community development, nonprofit programme management or international development. * At least 3 years of experience managing programmes, teams or donor\-funded projects. * Strong understanding of humanitarian principles, programme\-cycle management and results\-based management. * Demonstrated experience preparing proposals, budgets, work plans and donor reports. * Excellent leadership, communication and stakeholder management skills. * Strong financial monitoring and programme\-risk management abilities. * Ability to manage multiple projects and priorities in a demanding environment. * Excellent written and spoken English. * Arabic language proficiency is a strong advantage. * Willingness to travel when programme activities require it. Preferred Qualifications * Project Management Professional or equivalent project\-management certification. * Certification or training in humanitarian programme management, monitoring and evaluation or safeguarding. * Experience working with international organizations, government agencies, development funds or humanitarian donors. * Knowledge of Sphere standards, Core Humanitarian Standard principles or similar frameworks. * Experience managing emergency response, livelihoods, protection, education, health or community\-resilience programmes. * Familiarity with grant\-management, data\-reporting and project\-monitoring systems. * Previous experience working in the Gulf or Middle East region. الراتب المدفوع: QAR٢٤٠٬٠٠٠٫٠٠ لكل عام موقع العمل: بشكل شخصي
