Summary: We are seeking an experienced Procurement Manager to lead purchasing activities, manage supplier relationships, and ensure efficient and cost-effective procurement for industrial and energy operations in Doha. Focus on reducing risk and improving purchasing efficiency **About the Role** Doha’s oil and energy sector depends on reliable suppliers, controlled costs and timely access to technical materials and services. At ETS Moheb Oil and Energy Services, we support industrial and energy operations through structured procurement, supplier management and commercial coordination. We are looking for a Procurement Manager who can take ownership of purchasing activities across equipment, spare parts, technical services, maintenance materials and general operational requirements. You will work closely with engineering, operations, finance, logistics and project teams to ensure that all purchases meet quality, budget and delivery expectations. This role is suited to an experienced procurement professional who can negotiate effectively, manage supplier performance and maintain strong commercial controls. You will help reduce procurement risk, improve purchasing efficiency and ensure that critical materials are available when required. Key Responsibilities **Procurement Planning:** Develop purchasing plans based on project schedules, operational requirements, inventory levels and approved budgets. **Supplier Sourcing:** Identify, assess and prequalify local and international suppliers for equipment, materials and technical services. **Tender Management:** Prepare requests for quotation, requests for proposal, bid comparisons and commercial evaluation documents. **Contract Negotiation:** Negotiate pricing, payment terms, delivery schedules, warranties and service conditions with suppliers. **Purchase Order Management:** Review and approve purchase orders while ensuring that specifications, quantities and commercial terms are accurate. **Cost Control:** Monitor procurement expenditure and identify opportunities to reduce cost without compromising quality or operational requirements. **Supplier Performance:** Evaluate suppliers based on quality, delivery, pricing, responsiveness and compliance with contractual obligations. **Technical Coordination:** Work with engineering and operations teams to confirm technical specifications and resolve material or service requirements. **Logistics Coordination:** Coordinate with logistics and warehouse teams to support shipment tracking, customs documentation and timely delivery. **Compliance:** Ensure that procurement activities follow internal approval procedures, contractual requirements and applicable regulations. **Risk Management:** Identify supply chain risks, delivery concerns and supplier dependencies and recommend appropriate mitigation measures. **Reporting:** Prepare procurement reports covering savings, supplier performance, outstanding orders, delivery status and purchasing activity. **Team Leadership:** Guide procurement officers and buyers while maintaining clear responsibilities, performance standards and documentation controls. What We Are Looking For **Experience:** At least 5 years of procurement or supply chain experience, including supervisory or management responsibility. **Education:** Bachelor degree in Supply Chain Management, Business Administration, Engineering, Logistics or a related discipline. **Industry Knowledge:** Experience purchasing equipment, spare parts, technical materials or services for oil, gas, energy, engineering or industrial operations. **Commercial Skills:** Strong ability to evaluate quotations, negotiate contracts and manage supplier relationships. **Procurement Knowledge:** Practical understanding of sourcing, tendering, purchase orders, contract administration and supplier evaluation. **Technical Understanding:** Ability to review technical specifications and coordinate effectively with engineering and maintenance teams. **Analytical Ability:** Strong numerical and analytical skills with the ability to compare costs, terms and supplier performance. **Leadership:** Ability to supervise procurement staff, assign priorities and maintain purchasing controls during busy periods. **Communication:** Professional communication and negotiation skills when dealing with suppliers, internal departments and management. **Software Skills:** Proficiency in Microsoft Excel, enterprise resource planning systems and digital procurement platforms. **Organisation:** Strong record keeping, planning and time management skills with close attention to commercial details. **Professional Certification:** CIPS, CPSM or another recognised procurement qualification is an advantage.
