We are seeking a high\-caliber, **Head Office\-Based Operations Manager** to serve as the central nervous system of our company. This is a strictly desk\-based, executive\-level operational role. You will not be visiting sites or driving field teams; instead, you will command the entire operation from our central office using cutting\-edge workforce management software, data analytics, and a robust hierarchy of field supervisors. Your goal is to maximize labor utilization, maintain strict cost controls, protect profit margins, and ensure flawless service delivery. **Key Responsibilities** **1\. Centralized Command \& Logistics Optimization** * **Master Scheduling:** Oversee the digital scheduling and deployment architecture for hundreds of cleaning personnel and specialized mobile units across Qatar. * **Capacity Planning:** Analyze seasonal demand, contract pipelines, and labor availability to forecast staffing needs and prevent under\- or over\-utilization of resources. * **Fleet Control Collaboration:** Coordinate with the transport coordinator to optimize vehicle routing, minimizing idle time and fuel consumption based on real\-time data. **2\. Performance \& Quality Management (Remote Oversight)** * **Supervisor Accountability:** Manage, debrief, and hold accountable a team of Field Supervisors who act as your eyes and ears on\-site. * **KPI Compliance:** Monitor daily operational Key Performance Indicators (KPIs), including on\-time arrival rates, service completion times, and client feedback scores. * **Incident Management:** Serve as the escalation point for major operational bottlenecks, client complaints, or emergencies, resolving them swiftly via phone, email, and digital dispatch systems. **3\. Financial Control \& Procurement** * **Resource Allocation:** Oversee the central inventory control for heavy machinery, consumables, chemicals, and uniforms. Implement strict asset\-tracking protocols to minimize waste and theft. * **Cost Optimization:** Monitor labor costs, overtime expenses, and material consumption against project budgets to safeguard company profit margins. * **Vendor \& Supply Management:** Negotiate with local suppliers for bulk cleaning chemicals and equipment, ensuring timely delivery to the central warehouse. **4\. Client Governance \& Contract Management** * **Corporate Client Liaison:** Manage relationships with key commercial accounts, property management firms, and corporate clients through professional email and phone communication. * **SLA Compliance:** Ensure all contractual Service Level Agreements (SLAs) are rigorously met and documented. **5\. HR, Compliance \& Reporting** * **Labor Compliance:** Monitor attendance, leave cycles, and accommodation\-to\-office transit efficiency in alignment with Qatar Labor Law. * **Executive Reporting:** Design and present weekly/monthly operational dashboards for the Board of Directors, detailing labor efficiency, cost per service, and client satisfaction trends. **Requirements \& Qualifications** * **Experience:** Minimum of 5–7 years of progressive operational management experience, with at least 3 years in a central command/office\-based management role within the cleaning, facility management (FM), or hospitality sectors in the GCC (Qatar experience highly preferred). * **Education:** Bachelor’s degree in Business Administration, Logistics, Supply Chain Management, or a related field. * **Tech Savviness (Crucial):** Advanced proficiency in ERP systems (e.g., SAP, Oracle, Microsoft Dynamics), specialized workforce management/scheduling software, GPS tracking platforms, and expert\-level MS Excel (pivot tables, forecasting models). * **Leadership Style:** Exceptional remote leadership and commanding communication skills. Ability to manage and culturally navigate a massive workforce of diverse nationalities entirely from an office environment. * **Language:** Perfect command of professional English (written and spoken).
