Summary: Seeking an experienced Civil Engineer for proposal and estimation, responsible for preparing detailed cost estimates, reviewing tender documents, and coordinating with various teams. Key Responsibilities * Review tender documents including Invitation to Tender (ITT), drawings, specifications, BOQs, and contract conditions. * Prepare detailed cost estimates for civil works. *Experience in projects involving marine works such as berths, dolphins, quay walls, piling, concrete works, dredging, and associated temporary marine works is considered an added advantage.* * Perform accurate quantity take\-offs (MTO) from drawings and technical specifications. * Develop comprehensive cost breakdowns covering manpower, materials, equipment, subcontractors, marine spreads, and temporary facilities. * Coordinate with planning engineers to integrate construction methodology, resource allocation, and project durations into tender pricing. * Prepare and review technical and commercial proposals, including assumptions, exclusions, and clarifications. * Obtain, evaluate, and compare vendor and subcontractor quotations, ensuring compliance with tender requirements. * Analyze tender risks, opportunities, and value\-engineering options. * Support and coordinate with the technical team in preparing method statements, work schedules, and preliminary construction plans for proposals. * Participate in tender clarification meetings with clients, consultants, and joint\-venture partners. * Assist in post\-tender negotiations and ensure proper handover to the execution team. * Maintain a cost database for historical data and benchmarking. * Ensure proposals comply with client requirements, local regulations, and company procedures. Required Skills \& Competencies * Strong knowledge of estimation techniques, cost control, and tendering procedures. * Proficiency in Microsoft Excel. * Ability to interpret engineering drawings, specifications, and contract clauses. * Experience in marine works estimation (piling, dredging, concrete works, marine equipment) is an added advantage. * Strong analytical, coordination, and communication skills. * Ability to work under tight tender deadlines. Qualifications \& Experience * Bachelor’s Degree in Civil Engineering. * Minimum 5–10 years of experience in proposal and estimation for civil and/or marine projects. * Experience with EPC / Design \& Build / Lump Sum / Re\-measurable contracts is preferred. * Familiarity with FIDIC\-based contracts is an advantage.
