




**Job Summary:** We are seeking two highly skilled and experienced Procurement Officers to join our project team in Oman. The successful candidates will be instrumental in managing the end\-to\-end procurement process, with a strong focus on design \& construction consultancy services and various infrastructure project requirements. This role demands a professional with a proven track record in strategic sourcing, negotiation, and contract management within complex project environments. **Key Responsibilities:** * Manage the full procurement lifecycle from requisition to contract close\-out for materials, equipment, and services. * Source, pre\-qualify, and evaluate vendors for design \& construction consultancy services, alongside a wide range of infrastructure project needs. * Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and tenders; analyze bids; and conduct negotiations to achieve optimal terms and value for money. * Draft, review, administer, and manage procurement contracts, ensuring compliance with legal standards, company policies, and project specifications. * Collaborate closely with project managers, engineering teams, legal counsel, and other stakeholders to understand project requirements, specifications, and delivery schedules. * Monitor supplier performance and conduct regular evaluations to ensure adherence to contractual obligations, quality standards, and delivery timelines. * Maintain accurate procurement records, documentation, and reporting for audit and compliance purposes. * Identify and implement cost\-saving opportunities, efficiency improvements, and supply chain optimizations without compromising quality or project timelines. * Manage supplier relationships, resolve disputes, and ensure a streamlined supply chain process. * Ensure adherence to all relevant procurement policies, procedures, ethical standards, and local regulations. **Qualifications:** * **Education:** Diploma or Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related business\-oriented field. Candidates with degrees in other fields will be considered if they possess strong, directly relevant professional experience in procurement. * **Experience:** * Minimum of 2 years of progressive experience in procurement. * **Essential:** Demonstrated consultancy experience specifically within the Design \& Construction (D\&C) sector. * **Crucial:** Proven experience in infrastructure projects, with active involvement in the procurement for at least two significant infrastructure projects. * **Skills \& Competencies:** * Strong negotiation and contract management skills. * Excellent analytical, problem\-solving, and decision\-making abilities. * Proficiency in procurement software/ERP systems and Microsoft Office Suite (Word, Excel, PowerPoint). * Outstanding communication (written and verbal) and interpersonal skills, with the ability to engage effectively with various stakeholders. * Ability to work independently, prioritize tasks, and manage multiple projects in a fast\-paced environment. * High level of integrity, ethical conduct, and attention to detail. * Knowledge of local Omani procurement regulations and supply chain dynamics is a plus.
